Registration

You must have a valid Washington State Drivers' License, ID, or permit to register this way.
Indicate that you are in the armed forces or living overseas when you register to vote. Be sure to list a Washington State address! This can be your last address in the state, or that of a family member. Your mailing address can be anywhere in the world.
16 and 17-year-old dependents may pre-register, but they will not appear in the look-up system or receive a voter registration card until after their 18th birthday.
Register in person by visiting our office.
You can register to vote by printing a voter registration form, or request a form to be mailed to you by contacting our office. Indicate that you are in the armed forces or living overseas when you register to vote. You can return the form by mail, email, or fax to Cowlitz County Elections.

Receiving and Returning Your Ballot
Military and overseas voters are automatically mailed their ballots 45 days prior to every primary and general election and 30 days prior to every special election. You may receive your ballot by mail, email or fax.
Contact Cowlitz County Elections to:
- Request a ballot or a replacement ballot.
- Change how you receive your ballot (for example, by postal mail instead of email).
- Update your voter registration record (for example, update your mailing address).
If you return your ballot by mail, you must sign and date the ballot declaration no later than Election Day and return the ballot to Cowlitz County Elections. It must be received within 9 days after a Special Election, within 13 days after a Primary, and within 20 days after a General Election.

To participate, you must provide your email address and have access to email and a printer. Remember to state a ballot receipt preference of email when registering to vote using one of the methods above.
You are emailed a link to your ballot, voter declaration, voting instructions, and a fold-and-tape return envelope 45 days prior to every primary and general election and 30 days prior to every special election.
Ballots returned by email or fax must be received by the Elections Office by 8 p.m. Pacific Standard Time on Election Day. Include the signed and dated declaration page, the privacy sheet, and the ballot in the email as attachments. A digital signature does not suffice on the ballot declaration.

Federal Write-in Ballots (FWAB's) may be used by military and overseas civilians residing outside of the United States. Contact your Installation Voting Officer, any US Embassy, Consular Office, or the Federal Voting Assistance Program. Federal Write-in ballots may only be accepted if you are an absent uniformed service member or a citizen residing outside of the United States.
Federal Write-in ballots returned by mail must be dated on or before the day of the election and received in the Auditor's Office by the day prior to certification of the election. This occurs 10 days after a Special Election, 14 days after a Primary, and 21 days after the General Election.
Federal Write-in ballots returned by email or fax must be received by the Elections Office by 8 p.m. Pacific Standard Time on Election Day. A digital signature will not suffice on the ballot declaration.

Special Absentee ballots may be requested in writing or via email within 90 days of a Primary or General Election for voters who otherwise would be unable to vote through the normal voting process.
You will receive a sample ballot with all of the races and issues you are entitled to vote on.
You can confirm your ballot's status by visiting VoteWa.gov. Log in with your voter registration information and open the 'ballot status' link.
