Community Development Block Grant (CDBG)

The Washington State Department of Commerce receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD).  Commerce provides grant opportunities annually to local jurisdictions, including non-entitlement (rural) cities, towns or counties using a funding formula based on population and poverty.  Public Services provided with CDBG grants must be provided to individuals who are considered low-and moderate- income through partnership with local Community Action Programs.

Historically Cowlitz County has applied for the CDBG Public Services Grant to support Meals on Wheels, a senior meal program with Lower Columbia CAP.  In 2020 the administration of CDBG grants transitioned from another Cowlitz County department to Health & Human Services.  


2019

The 2019 CDBG Public Services grant, in partnership with Lower Columbia CAP, was utilized to provide meals to low- and moderate-income seniors within our community. Additionally within this grant, Cowlitz County utilized CDBG Covid relief funds to assist residents impacted by COVID-19 with rent and utility assistance.  Please click below to view program information.
